"Who Is to Blame and What Is to Be Done" is an Extra Large underground map for Shadow of Death, measuring 144 by 144 and set at Impossible difficulty. Four players take part: Red plays Castle and Blue plays Dungeon, while the computer controls Orange (Stronghold) and Purple (Fortress). At most two seats can be human, and there are no teams. Victory requires carrying a specific artifact to a designated fort, and a player loses by losing all towns and heroes. Water covers about 36 percent of the map, with grass and rock making up most of the rest. The map includes nine towns, five placed heroes, 70 mines, 21 creature banks, 25 monoliths and portals, and the Grail, along with artifacts such as the Crown of the Supreme Magi and pieces of the Legion set.
